Can Forms Designer be used to design forms for use on public website to Display and Edit form?

I would be grateful for any input on adding forms to public website using Forms Designer.

Unfortunately, anonymous submissions are not allowed in the public website in Office 365. So, you can only create form with Forms Designer for logged in users.
