Forms with multiple users

Im trying to get my head around the "Difficult" way in which the online forms designer uses the forms for different users. I'm currently migrating a site to the cloud and on one form I have 7 different form edit designs for different groups of people.
Is there any way of making the functionality easier on the online version? It was so good on the onsite version.
I'm having real difficulties when there is more than two users for one form.
