Unable to check license. Please, try again later.

I have a single user that keeps having issues with desginer forms. When the user tries to use designer forms it gives him a random error with "Unable to check license. Please, try again later.". I say random because it doesn't always happen. I have reset the users broweser settings to default, using IE 10. Is there something else that I need to check? Our license is still active.
