All of our list and libraries use the same form sets. We have a web server and a web server the license is on the web server. Where do I activate or deactvate the feature? It use to be on the app server.

Not sure that I understood you. App servers cannot process HTTP-requests, so you cannot re-activate feature from the app server, only from WFE-server.
