Cross-site Lookup to Users and Groups

Is there a way to create a cross-site lookup field of the SharePoint's users list?
In general, Cross-site Lookup is for Lists, while People picker is for users. But if you want to use Cross-site Lookup for people, you can do it, if you create a List of users, e.g. Contacts.
In that way, you can use Cross-site Lookup for users, but you need to create the List first.
