Does Forms Designer Still Use Silverlight

I haven't used Forms Designer for years. It once used Silverlight. Since Silverlight is going away, has it been migrated or are there plans to migrate it?

Silverlight version is still available for download, but it is no longer supported.
Currently, the main version of Forms Designer is a Windows Desktop Application. It can be downloaded by clicking Design Forms button inside a List in SharePoint and then selecting download option.
