Yes, I am site collection administrator.

With internal users I have not yet tested the designer. I would have to talk to the customer first.

The .Net version is not the problem?

No, it can't be a problem if the app starts properly. Does the customer use two factor authentication?

There is news:

No multiple authentication is used.
An internal user (a domain user) can log on.
An internal non-domain user can not log on.

Do you use AD FS with Office 365 for authentication of domain users?

Yes, that is used.

I had a new domain user created. This has full access to the site collection. This can not log on to the Forms Designer.

Does something have to be set up in Office 365?

Is it possible to provide credentials of a domain account with full permissions on a random site? If so, please, send the info to support@spform.com.

Now I can login successfully. When I first logged into Office 365, I had to change the password. Then it worked.
