Our licenses for SharePoint On-Premises can be tied to either the software installation of SharePoint or the hardware of the server.
So, depending on what you choose, you'll either need to migrate Farm from the old server to the new one, or keep using the same hardware for different installations. In that case, you can keep using one license for different servers, but it needs to have either the same hardware or software depending on what you choose to tie license to when you request your license. This can't be changed!
By default, all licenses are tied to hardware. In order to tie license to software, you need to install Forms Designer and then, when you request your license, send us the contents of {SharePoint URL}/_layouts/15/formsdesigner/licensechecker.aspx
and notify us that you want to tie your license to software, instead of hardware.
