Filter one lookup field by the value in another lookup field

Must you have the cross-site lookup plugin to filter one lookup field by the value of another lookup field?

If not, can someone provide a simple example of filtering a lookup field by another?

As I understood, you mean cascading drop-downs. Please, see our article where we described how to configure cascading drop-down fields with Cross-site Lookup:

If you are using standard lookup columns you can configure cascading with SPServices:
