Deleted the web application where we were testing Forms Designer and now unable to re-activate it

We have deleted the web application where we were testing Forms Designer and now unable to re-activate it. We cannot even see the feature under " Site collection features". By the way, the license file has been copied back into the new IIS subfolder, what are we missing?
