App for earlier version

We have the version 3.1.3, and some new users want to use the form designer, but they can't download it from the site as the only version available is 3.1.4. Is there any chance to get .exe of the previous version?

The best is to use the latest version available for your SharePoint version. So Please install the 3.1.4. version of Forms Designer.
