Most likely you just need to install the latest version. This feature has become available since 3.0.7.

if i upgrade form designer, forms i was create will be lost ?

If you upgrade between major versions of the software (from 2.x to 3.x), you will also need to re-save each form in the new designer.

But i use sharepoint 2013 online and in window store forms designer is installed ....

I must download wsp file and install solution ?

Then you just need to remove the app, wait 2-3 minutes, and add it again from the store.
