Please, note that the rules work during the form's initial loading, not while editing field values. Have you tested the case in Edit or Display forms?

I am having a similar issue using the below on a form set (no content types in use just two form sets):
ContainsCurrentUser([Approver])
The Approver field on the form contains a single username.
The Approver field is populated on the New form and saved then when the Approver comes to edit, it isn't showing them the correct form, just the all users form.
I'm using 3.1.4 forms designer.
