licenses and migration

We are in the middle of the preperation of a SharePoint Migration from SP2013 to SP2016 with one of our customers. He is using SP-Forms and Cross-site-Lookup in his SP 2013 enviroment. What do we have to do regarding the migration? Do the customer have to purchase the licenses for SP 2016 again or is it possible to migrate the license as the SP 2013 will be shut off after the migration. I really appreciate your help!
