Cant purchase license for SharePoint 2010 Forms Designer

Hello,

my problem is that the ServerIDGenerator gives me following message on the WFE (SP2010) after execution:

"It seems that SharePoint is not installed on the current machine.
Please run the application on a SharePoint server."

How can i buy the licencse for the server?
